About organization  

 

In April 2004 in order to ensure the functioning of the maritime security system on sea and river transport and fulfill the international obligations of Ukraine on protection of ships and port facilities from piracy, terrorism and illegal interference in activities of maritime and river transport the Ministry of Transport and Communication of Ukraine established Maritime Security Agency.

This state enterprise along with the Shipping Register of Ukraine were provided with the specific authorities with regard to maritime security.

                 Functions of the Agency are following:

 

       -        realization of the unified state policy in the field of maritime security in the Azov-Black Sea basin, other areas of the

                World ocean, in which international ship transportations are carried out under the State flag of Ukraine;

 

       -        realization of the norms, rules and procedures of ISPS Code on maritime and inland water transport  of   Ukraine     by    

                conducting     of the permanent     monitoring   of the system of maritime security; 

 

       -       provision of the protection of Ukrainian maritime  industry  infrastructure from  acts  of  illegal  interference  in  its activity

                in accordance with the requirements  of Chapter XI-2 of SOLAS-74 and ISPS Code;

       -        cooperation with respective foreign authorities and international  organizations in a view of the maritime security;

         

       -        organization of co-operation of  Maritime Security Services of ports with the regional representative offices of power

                structures of central bodies of  executive power (Security Service of Ukraine, Ministry of Internal Affairs of  Ukraine,

                Ministry of Defense of Ukraine, State Frontier  Service of Ukraine,  State Custom service of Ukraine).

 

The Agency organizes cooperation of Maritime Security Services of ports with the force departments of central executive bodies such as Security Service of Ukraine, Ministry of Internal Affairs of Ukraine, Ministry of Defense of Ukraine, State Frontier Service of Ukraine, Customs Service of Ukraine.

According to the requirements of ISPS Code the twenty-four-hour duty is held by captains-coordinators of department of operative response of the Agency. The department of operative response carries out permanent gathering and analysis of information related to ships under foreign flags, calling Ukrainian ports, including non-compliant with requirements of ISPS Code ships, their documentary and electronic registration.

 

   The Agency realizes mutual exchange of information with regard to the ship and port security with the Center of operative response of Ministry of Emergencies of Ukraine, Antiterrorist center of Security Service of Ukraine, State Frontier Service of Ukraine, Consular department of Ministry of Foreign Affairs of Ukraine, Department of Safety on transport of Ministry of Transport and Communication of Ukraine.

 

                Black Sea-Danube and Crimea-Azov representative offices of the Agency were created in order to maintain more effective co-operation with Maritime Security Services of ports and regional representative offices of power departments. Those offices actively participate in monitoring and estimation of the current system of maritime security in ports.
