Recently, the World community has become more active in uniting
against the world terrorism. The number of major international
initiatives has been launched.
During the Diplomatic Conference on Maritime Security held in
London in December 2002, IMO adopted new provisions in the
International Convention for Safety Of Life At Sea, 1974 (SOLAS),
and the ISPS Code to enhance maritime security.

ISPS Code intends primarily for:
•
creation of an International structure which is based on
collaboration between Contractive Governments, authorities, and
organizations for detecting threats and prevention of accidents
related to the international ships security;
• development of standard and unified methods and
procedures for threat level estimation that will allow to
Governments to counteract by setting corresponding security
levels.

In April 2004 in order to ensure the functioning of the maritime
security system on sea and river transport and fulfill the
international obligations of Ukraine on protection of ships and
port facilities from piracy, terrorism and illegal interference
in activities of maritime and river transport the Ministry of
Transport and Communication of Ukraine established State
enterprise "Maritime Security Agency"
(MSA).

MSA
is a Recognized Security Organization.
The
Agency basic functions are as follows:

realization of the unified state policy in the field of
maritime security in the Azov-Black Sea basin, other areas
of the World ocean, in which international ship
transportations are carried out under the State flag of
Ukraine;
